In principle, the total amount of rare earth mining control index is distributed to 6 rare earth group affiliated mining enterprises. After decomposing the targets of controlling the total amount of rare earth and tungsten mining, the provincial natural resources department should organize the city where the mine is located and the county level natural resources department to sign the responsibility letter with the mining enterprise to clarify the rights, obligations and liability for breach of contract. No indicators shall be allocated for rare earth resource projects that do not meet the conditions for recycling or have not set a valid period.
