A few days ago, the Ministry of Industry and Information Technology and the Ministry of Natural Resources jointly issued a circular on the total control index of rare earth mining, smelting separation and tungsten mining in 2019. The circular pointed out that rare earth and tungsten are products strictly controlled and managed by the state, and no unit or individual may produce without planning or exceeding the plan. According to the notice, in 2019, the total control index of rare earth mining and smelting separation in China is 132000 tons and 127000 tons, respectively. The total control index of national tungsten concentrate (tungsten trioxide content 65%) is 105000 tons, of which the main mining index is 78150 tons and the comprehensive utilization index is 26850 tons. The above indicators include the first batch of indicators that have been issued. In addition, the notice requires that each rare earth group should promptly consult the provincial (district) industry and information technology department where the subordinate enterprise is located, decompose the smelting separation index to the enterprise, and report the index decomposition to the Ministry of Industry and Information Technology and the provincial (district) industry and information technology department for the record. The competent departments of natural resources at the provincial level shall timely submit the mining indicators of rare earth mines and tungsten mines to the cities, counties and indexes for the record of the Ministry of Natural Resources. With regard to provincial industry and information technology, the competent departments of natural resources and rare earth groups have done a good job in the process of index decomposition, and will decompose and issue the indicators within 15 working days after the issuance of the notice and report them for the record. The circular mentioned that the total amount control index of rare earth mining and smelting separation should be centrally allocated to key backbone enterprises with advanced technology and equipment and high level of environmental protection, so as to further improve the concentration of indicators. If an enterprise has any of the following circumstances, it shall not allocate indicators: if the mining enterprise does not have a mining license or a safety production license, stops the construction of the project of recycling and utilizing rare earth resources or the relevant competent department explicitly requires the production to be stopped for rectification and reform; Where the backward production process and smelting separation capacity listed in the prohibited or eliminated catalogue are used by the rare earth smelting and separation enterprises, or where the relevant departments explicitly require the suspension of production and rectification and rectification; if the environmental protection requirements such as the rare Earth Industrial Pollutant discharge Standard and radioactive Protection are not met; if the production is shut down for a long time, it does not meet the production conditions. The circular also mentioned that it is necessary to organize production in strict accordance with indicators and abide by relevant laws and regulations such as environmental protection and resource development; it is strictly prohibited to carry out the business of rare earth substitute processing (including entrusted processing) and not to purchase and process illegal rare earth mineral products; rare earth comprehensive utilization enterprises shall not process rare earth mineral products (including imported mineral products); and the utilization of overseas rare earth resources must be able to provide complete import procedures.
